East Lansing Police Chief Jeff Murphy presented his department’s most recently promoted officers, Tresha Neff and Tom Blanck, to the East Lansing City Council on April 11. Murphy pointed out that the supervising officers including lieutenants and sergeants in the Police Department are the City employees who have the most day-to-day interaction with the public outside of City Hall. He told Council that they have the experience and expertise to make “very critical decisions every day.”

Tresha Neff has worked with the ELPD for 23 years. She has served as Police Sergeant in the Patrol Division since 2011, and also supervised the traffic unit and the police cadets. During her career with ELPD, she has served as a field training officer, use-of-force instructor, hostage negotiator, civil disorder instructor, detective, and coordinator of the sex offender registry. She was promoted to the rank of lieutenant on March 8, 2017.

Tom Blanck was hired into the ELPD in 1995, giving him 22 years of experience in the Department. Blanck has served as a detective and a crime scene investigator. Murphy praised Blanck for the work that he’s done as a field training officer working for the last eighteen years with newly recruited police officers. Murphy told Council, “Tom has had a profound effect on many if not most of our new police officers that we’ve hired in the last eighteen years, which is most of our Police Department.” Blanck was promoted to the rank of sergeant on March 15, 2017.

City Council congratulated and thanked the officers.
