East Lansing is one step closer to implementation of the voter-approved income tax with the hiring of DaMar Boyd as East Lansing’s City Income Tax Administrator.
State law requires that municipalities with income taxes have someone staffing this specific position. Boyd will be the point of contact for all tax related questions from area residents and businesses.
“I’m here as a resource for the East Lansing community and welcome employers and community members to reach out to me with any questions,” Boyd was quoted as saying in a City press release. “We appreciate everyone’s work to implement this new tax and are committed to making this as smooth of a process as possible.”
Boyd’s previous position was with the City of Grand Rapids as an administrative analyst in its Income Tax Department. In addition to his experience working in Grand Rapids, Boyd has a bachelor’s degree in Business Marketing and a master’s degree in Public Administration from Grand Valley State University.
He joined the City of East Lansing in mid-November, and told ELi in a phone interview that he’s settling in and that staff at City Hall have made him feel welcome. He said that he is already fielding calls from citizens who have questions about their tax liability, and that some people are even stopping by his office for answers.
In addition to noting that in-person help is available, Boyd explained that there are more community engagement meetings planned in the coming months for residents and business owners, to have their questions answered about how the implementation of the tax will affect them.
Part of the job of the Income Tax Administrator is working with the company which has been retained to administer the tax, Innovative Software Solutions Inc. (ISSI). That company will be responsible for the processing of the actual returns, as well as for sending out refunds if they are owed. Boyd said that so far working with ISSI has been “great.”
Jill Feldpausch, the City’s Finance Director, told ELi in an email, “We are very excited to welcome DaMar to our team here at the City. His experience and enthusiasm will serve the community well as we assist taxpayers and businesses through the implementation of the income tax.”
